Function:
1. The National Rehabilitation Hospital has the function of providing medical examination and treatment services specialized in rehabilitation, general medical examination and treatment, and providing health care and relaxation services for the elderly, patients and other people in need nationwide and abroad;
2. Carry out scientific research, apply modern science, technology and techniques to improve the quality of medical examination and treatment; Participate in training and fostering medical human resources, international cooperation and direct the line in the field of Rehabilitation as assigned by competent authorities and in accordance with the law.
Task:
1. Medical examination, treatment, and rehabilitation in the forms of inpatient, outpatient, daytime rehabilitation and providing health care services for people in need:
a) Medical examination and treatment specializing in rehabilitation;
b) General medical examination and treatment;
c) Emergency, intensive care;
d) Orthopedic surgery and production of assistive devices;
đ) Convalesce;
e) Health examination and certification as prescribed;
g) Participate in examination and assessment to determine disabilities when requested;
h) Carry out other tasks when assigned by the Ministry of Health;
2. Training and retraining of medical human resources:
a) Being a practical training institution for medical, pharmacy and other legal training institutions;
b) Conducting continuous training and fostering of knowledge
of science and technology research majors and issuing certificates in accordance with the training program.
3. Scientific research:
a) Scientific research and application of new techniques, new methods of medical examination and treatment and rehabilitation;
b) Advising superior management agencies on scientific research in medical examination and treatment and rehabilitation;
c) Organizing hospital-level, national and international scientific conferences;
d) Implementing scientific research cooperation programs with domestic and foreign organizations and individuals in accordance with the law;
4. Training in rehabilitation and community-based rehabilitation::
a) Training for lower level hospitals to develop techniques and improve the quality of rehabilitation;
b) Participating and cooperating with relevant units to implement community-based rehabilitation under the guidance of the Ministry of Health;
c) Advising superior management agencies on building and developing the rehabilitation network.
5. Disease prevention:
a) Conduct communication on prevention of disabilities and diseases;
b) Participate in disease prevention as prescribed.
6. Health education communication:
a) Organizing the propagation of guidelines and policies of the Party and the State and legal documents on the protection, care and promotion of health for the people;
b) Communication and health education to raise the awareness of all levels, branches and the whole people about the role and importance of community-based science and technology;
7. Health education communication:
a) Proactively exploiting and establishing cooperation relationships, exchanging experiences and experts on medical examination and treatment; scientific research; training staff with medical examination and treatment establishments; developing joint venture investment projects, linking with countries and international organizations on health services in accordance with the law.
b) Developing a plan for the delegation, the delegation follows the international cooperation program with the Hospital; sends cadres, officials and trainees to study, research and work abroad; cooperates to exchange and receive foreign lecturers and trainees to study, exchange experiences and study at the Hospital and vice versa in accordance with the law; manages the delegation to and from the Hospital in accordance with the provisions of the Ministry of Health.
c) Organize conferences, seminars, international classes in the areas under the scope of the Hospital's management in accordance with the law.
10. Hospital management:
a) Manage and effectively use the resources of the Hospital in accordance with the law.
b) Deploy and expand scientific and technical services, training and cooperation with domestic and international agencies in accordance with the law to support professional activities, increase funding, improve the lives of cadres, officials and workers.
c) Carry out the policy of socializing the health sector of the Party and the State; mobilize capital in society in order to invest and upgrade the Hospital in accordance with the law.
11. Produce, provide and guide the effective use of aids for patients and people with disabilities. Guide people to produce and use simple aids for patients and people with disabilities in the community.
12. Carry out statistics and professional reports according to regulations and other tasks related to medical examination and treatment when fully qualified and approved by competent authorities.
13. Carry out other tasks when assigned by competent authorities.
